| Preventing entry of FMD to
a disease free country |
| Each country develops their own port-of-entry and
importation safeguarding regulations regarding FMD. There are varying stringencies
and often the decisions are made through complex risk analyses. The risk is never
zero. Some of the regulations utilized to prevent entry include total prohibition of
animal imports from countries where FMD is endemic. Others are more selective,
accepting only certain products that have been treated to help ensure that they are
virus-free. |

In addition, border inspections vary greatly from one
country to another. In some, all baggage from countries with endemic FMD is
monitored; in others inspection is more lenient. In the U.S., specially-trained
beagles are used to smell agricultural products in luggage. Their success rate is
excellent. |
